Abstract

This study conducts a bibliometric analysis of cybersecurity research in government and public sector systems to examine its intellectual structure, research trends, and thematic evolution. A dataset of 460 peer-reviewed journal articles published between 2017 and 2025 was retrieved from the Scopus database and analyzed using citation, co-citation, and co-word techniques. The results indicate substantial growth in scholarly output, reflecting increasing prioritization of cybersecurity in digital government initiatives. Citation analysis identifies key contributors and influential publications across developed and emerging economies. Co-citation analysis reveals knowledge clusters centered on human behavior, information systems governance, and security policy compliance. Co-word analysis highlights themes including artificial intelligence, blockchain, digital transformation, privacy, and risk management. Findings underscore the interdisciplinary nature of cybersecurity research, integrating technological, organizational, and governance dimensions. This study maps the knowledge base and identifies emerging research directions, providing insights for future research and development of resilient and secure public sector systems.
