ARTIFICIAL INTELLIGENCE FOR STRATEGIC EDUCATIONAL MANAGEMENT IN THE PHILIPPINES: OPPORTUNITIES, CHALLENGES, AND FUTURE DIRECTIONS

Abstract

The integration of artificial intelligence (AI) into the educational sector has rapidly evolved from a pedagogical novelty to a strategic imperative for institutional governance, administrative efficiency, and predictive policymaking. In the Philippines, the push toward digital transformation has prompted educational agencies, including the Department of Education (DepEd) and the Commission on Higher Education (CHED), to initiate national frameworks such as Project AGAP.AI and the CHED RAISE 2026 summit. However, the adoption of AI for strategic educational management remains fragmented, hindered by infrastructural deficits, ethical ambiguities, and varying levels of organizational readiness. The current study investigates the role of artificial intelligence in strategic educational management within the Philippine context. It aims to identify the strategic opportunities AI presents, evaluate the systemic barriers affecting institutional adoption, explore emerging themes in AI-enabled educational leadership, and propose future directions for policymakers and school administrators.

A qualitative meta-synthesis utilizing a systematic literature review protocol inspired by PRISMA guidelines was conducted. The analysis integrated peer-reviewed literature, government policy papers, and institutional reports published between 2020 and 2026. Thematic synthesis was employed to generate higher-order conceptual categories addressing the intersections of AI, strategic management, and the Philippine educational landscape. The analysis revealed eight primary themes characterizing the state of AI in educational management: AI as a strategic decision support tool; data-driven governance and educational planning; enhanced institutional efficiency and resource optimization; predictive analytics for student success and institutional performance; challenges in infrastructure, capacity, and readiness; ethical, legal, and governance concerns; leadership transformation in the AI era; and future directions for AI-enabled educational management. The findings indicate that while high-level policy frameworks are being rapidly established, localized implementation is significantly challenged by the digital divide and a critical need for capacity building. Artificial intelligence possesses the transformative capacity to elevate strategic educational management in the Philippines, shifting institutions from reactive administration to proactive, evidence-based governance. Realizing this potential requires a synchronized approach involving robust data infrastructure investments, context-specific ethical governance frameworks, and transformational leadership tailored to the operational realities of Philippine public and private educational institutions.
